Adjusting the line vs. "laying off"

Does a "local" bookie lay off action to another book in place of adjusting a line? I would imagine for a local it would be difficult to just adjust a spread or total like a legal sportsbook in Vegas.
- I would imagine they lay off action. I suppose it depends on the size of the operation.
- Very few bookies have the ability to lay off the necessary amount to reach equilibrium in their bet, so what they will attempt to do often times, is raise or lower the line to encourage or discourage bettors from taking a particular teams.
- I would imagine it would be easier for a local bookie as they would be greatly affected by the local favourite therefore they can lay some attractive wagers on a betting exchange or with a compatriot in the opposing team’s locale. Once a bookie gets large enough that his clientele can be from anywhere, there may not be enough bias to lay attractive wagers.
